CALLS: It's been a busy April. We haven't had the woods fires this year like in past years, but ambulance calls have been abundant. We've had 15 calls since last Sunday. Two instances of double ambulance calls  and this morning a triple ambulance call. You covered them all!

FORESTRY 87: Will be going to Acton on Saturday to assist the Firefighter I-II Academy with grass and brush fire training.

ENGINE 83: Will be going out of service on  May 1st for about 3 weeks. Warrant paint work is being done.

LADDER 82:  Thank you to our EVO3's who've completed the training on the quint.

EVO Training: Remember....if you hold a CDL, you are exempt from the driving portion of an EVO2 or 3 test.

WAXING FLOORS: We're having some trouble with the zamboni. Lt Mouzas is working to correct the problem.

CMP/Avangrid First Responder Training and Awareness Class - Waterboro Fire Department
On Tuesday May 14th from 6pm-8pm, Central Maine Power / Avangrid will be holding a First Responder Training and Awareness session at the Waterboro Fire Station at 6 John Smith Road, East Waterboro, ME hosted by Fire Chief Matthew Bors and York County Emergency Management Agency. We will hold a 45-minute power point presentation and then take a short trip to the CMP Waterboro 115 substation for an overview of a substation.

Command Confusion Leads to Loss of Communication and Water
Summary: Command and control (C2) are the backbones of running a safe incident. Without the C2 component, even the best-laid plans can and will fail. In this week’s report, we highlight the need for effective and deliberate communications and how the fireground can quickly become volatile without it.
Event Description: My engine was the second due to a single-family, two-story house showing heavy fire on the ground floor Alpha and Bravo sides and with smoke showing from the Bravo/Charlie corner. We arrived at the same time as the first due (from a mutual-aid department) and stretched one 1-3/4” line to the front door and then pushed in for fire attack. Simultaneously, another attack was made from the exterior of the Bravo side again with a 1-3/4" line. During interior fire operations, Command (captain of the first due) changed the fireground channels several times. This led to several firefighters getting lost along the way, with several engine companies spread out over three or four channels.
Take-Aways: This report defines task saturation, lack of situational awareness and a failed communication plan. Command officers must maintain the safety, accountability, and welfare of all members on the scene of an emergency incident. Part of that responsibility is to develop a transparent and well communicated strategic plan. In this report, the incident commander appears to have lost the basic foundation of the strategic plan and what eventually occurred was freelancing by the members on the scene. Although not negligent, firefighters, will create solutions if not guided by a strong command presence.
